About
Carolina (full name: Carolina Méndez Vargas) is an Education Specialist in the Education Division of the Inter-American Development Bank, based in the Peru office. She earned her BA in Economics and MA in Public Policy at Universidad de Chile, and her PhD in Public Policy at the University of Chicago. Before the IDB she worked at the Chilean Ministry of Education. Her area of specialization is the evaluation of public policies and issues related to education financing and management — particularly teacher hiring and assignment in Latin America. She and Christopher have collaborated on three IDB-led projects: the smart matching platforms paper for teacher assignment in Ecuador, the welfare effects of household preferences in school assignment systems, and the information experiment on school attributes.
