Gregory is the Principal Economist in the Education Division at the Inter-American Development Bank in Washington, D.C. He holds a PhD in Public Policy from Princeton and was previously Director of the Public Policy Institute at Universidad Diego Portales in Chile and a Professor at the School of Government at Universidad Adolfo Ibáñez. He has served as an advisor to three Chilean Ministers of Education and to a member of the Chilean Senate’s Education Committee. His research and technical policy work focus on teacher labor markets, school finance, school accountability, school choice, centralized student and teacher assignment, AI for education policy, and the political economy of educational reform across Latin America. He and Christopher have collaborated on several IDB-supported studies in this space, including work on smart matching platforms for teacher assignment in Ecuador.
